By 2025, the proportion of non-fossil energy consumption in the province will reach about 41.5%
Based on the actual situation of the province, which is rich in water, gas, coal, and oil, and has good scenery resources in some regions, the Sichuan Provincial Government recently issued the Implementation Plan for Carbon Peak in Sichuan Province (hereinafter referred to as the "Plan") to make arrangements to ensure that carbon peak can be achieved as scheduled by 2030.
The Plan clearly states that by 2025, the proportion of non-fossil energy consumption in the province will reach about 41.5%, and by 2030, the proportion of non-fossil energy consumption in the province will reach about 43.5%.
The Plan proposes that during the "Fourteenth Five-Year Plan" period, Sichuan should accelerate the construction of a renewable energy system with hydropower as the main body and water and wind as the complementary energy to form a new power system with clean energy as the main body. By 2025, the total installed capacity of hydropower, wind power and solar power generation will reach more than 138 million kilowatts, the energy consumption per unit of GDP will fall by more than 14%, and the carbon dioxide emissions per unit of GDP will meet the national targets, laying a solid foundation for achieving the carbon peak.
The proportion of non-fossil energy consumption is the main indicator of carbon reduction capacity. China proposes that the proportion of non-fossil energy consumption will reach about 20% by 2025, while the target set by Sichuan is about 41.5%. Therefore, the Plan emphasizes that it is necessary to accelerate the construction of an important national strategic support area to achieve the goal of carbon peak and carbon neutrality, and to contribute Sichuan's strength to the national realization of carbon peak.
How to achieve the goal? Sichuan firmly grasps the direction of transforming the advantages of clean energy into high-quality development advantages, adheres to the coordinated promotion of carbon reduction, pollution reduction, green expansion and growth, and coordinates the optimization and adjustment of industrial structure, energy structure, transportation structure and land use structure.
The Plan deploys ten key actions, namely, the implementation of green and low-carbon energy transformation action, energy conservation and carbon reduction and efficiency enhancement action, carbon peaking action in industrial field, carbon peaking action in urban and rural construction, green and low-carbon transportation action, circular economy assistance and carbon reduction action, green and low-carbon science and technology innovation action, carbon sink capacity consolidation and improvement action, green and low-carbon national action, and city (prefecture) cascade orderly carbon peaking action.
To promote carbon peak and carbon neutralization, we need to accelerate the green transformation of production and lifestyle. The Plan proposes to accelerate the green and low-carbon transformation in the industrial sector. On the one hand, we will continue to eliminate backward production capacity, accelerate the development of strategic emerging industries, especially green and low-carbon industries, support the construction of "power battery capital" in Yibin, "lithium battery capital" in Suining, and "green hydrogen capital" in Chengdu, and build "world-class clean energy equipment manufacturing base" in Deyang and "green silicon valley in China" in Leshan; On the other hand, we will vigorously promote green manufacturing and clean production, promote the recycling development of industrial parks, and support the building of a number of green low-carbon parks and green low-carbon plants.
The Plan points out that the people's governments of all cities (prefectures) should, in accordance with the overall national deployment and in combination with the local resource endowment, industrial layout, development stage, etc., scientifically formulate the implementation plan of carbon peak, and propose practical and feasible carbon peak schedule, road map, and construction drawing, to avoid "one-size-fits-all" power and production restriction or sports "carbon reduction". In addition, Sichuan will accelerate the transformation from "double control" of energy consumption to "double control" of total and intensity of carbon emissions, implement the coordinated management, decomposition and assessment of energy consumption and carbon emissions indicators, and gradually establish a systematic and comprehensive assessment system of carbon peak and carbon neutrality.
