The Implementation Plan for the Comprehensive Prevention and Control of Agricultural Non point Source Pollution in the National Leading Area for Green Agricultural Development, which integrates all elements and chains, points out in strengthening the comprehensive prevention and control of agricultural non point source pollution throughout the entire chain:
（1） Promote the reduction of agricultural non-point source pollution sources. Continuously promote the reduction of chemical fertilizers and increase efficiency. Establish and improve the management system for nitrogen fertilizer application quotas for major crops, and guide farmers to control the amount of fertilizer application within a reasonable range. Promote efficient fertilization techniques such as lateral deep fertilization and simultaneous sowing of seed and fertilizer for rice, and improve the efficiency of fertilizer utilization. Develop green manure cultivation, increase organic fertilizer application, and biological nitrogen fixation, create a typical "three new" integrated supporting system for new technologies, fertilizers, and equipment, and promote diversified substitution of fertilizers. Continuously promote pesticide reduction and efficiency improvement. Promote the application of efficient and energy-saving spraying machinery and precise spraying technology to improve pesticide utilization efficiency. Integrate the application of green prevention and control technology models, promote green prevention and control measures such as ecological regulation, biological control, and physical and chemical induction, and promote pesticide reduction. Continuously promote the reduction of livestock manure emissions. Transforming and improving facilities and equipment for livestock and poultry breeding, water-saving and fecal cleaning, and reducing the production of livestock and poultry manure. Accelerate the standardization and transformation of aquaculture ponds, develop ecological and healthy aquaculture models such as industrialized circulating water aquaculture, large-scale ecological aquaculture, and integrated rice and fish farming in accordance with local conditions, and reduce the discharge of aquaculture tail water.
（2） Promote the full utilization of agricultural waste. Accelerate the construction of a recycling system for agricultural waste, achieving full collection of receivables, on-site utilization, and high-value utilization. Strengthen the resource utilization of livestock and poultry manure. The restructuring system will carry out the resource utilization of livestock and poultry manure, support the construction of livestock and poultry manure treatment facilities in breeding farms (households), promote the lightweight and simplified composting of solid manure, and the storage and fermentation of liquid manure. Support the purchase of fertilizer applicators, field storage, transportation pipelines, and other equipment for returning manure to the field, and promote the local and nearby return of manure to the field for utilization. Develop large-scale biogas and bio natural gas according to local conditions. Strengthen the comprehensive utilization of straw. In the leading areas with abundant straw resources, we will comprehensively promote the comprehensive utilization of straw, promote fertilization, feed conversion, fuel conversion, base material conversion, and raw material conversion. Promote the scientific return of straw to the field by regions and crops, and improve the quality of cultivated land. Accelerate the development of straw feed green (yellow) storage and expansion, orderly develop biomass energy such as straw briquetting fuel and pyrolysis gasification, and develop edible mushroom substrates and seedling substrates using straw as raw materials according to local conditions. Strengthen the recycling and utilization of agricultural film. In the leading areas with large amounts of agricultural film, we will scientifically promote the application of thickened and high-strength plastic films, and orderly promote the use of fully biodegradable plastic films. Improve the incentive mechanism for agricultural film recycling and promote the professional recycling and utilization of plastic film. Classify and dispose of waste agricultural film, and support the construction of waste agricultural film processing and utilization facilities.
（3） Promote the end to end treatment of agricultural non-point source pollution. Control the retreat of farmland water. The focus is on the pilot areas of the southern water network area and the Hetao irrigation area, and the construction of a nitrogen and phosphorus ecological interception ditch system for farmland should be tailored to local conditions. Ecological wetlands should be constructed by fully utilizing retired fish ponds and abandoned ponds around farmland, and an ecological buffer zone for farmland drainage should be constructed to effectively intercept nitrogen and phosphorus substances in farmland drainage. Control the tail water of aquaculture. In the leading areas with a large amount of aquaculture, we will promote composite artificial wetlands, "three ponds and two dams", and pond bottom discharge and other tail water treatment methods, develop comprehensive cultivation and breeding of "fish and vegetable symbiosis" in ponds, and achieve standardized discharge and recycling of aquaculture tail water.
