Huang Xihua pointed out that there are many problems in China, such as a large number of kitchen waste, great harm, legal collection, transportation and treatment, and insufficient relevant policies and standards. According to statistics, the production of food waste in China is expected to exceed 120 million tons / year, but the legal collection, transportation and disposal rate of food waste is only about 10% by 2019, and a large amount of food waste is processed through illegal channels. In addition, because the garbage classification has not been fully implemented, the kitchen garbage is mixed with other garbage, and it is difficult to improve the degree of automatic treatment. Although some provinces and cities have issued local measures for the management of kitchen waste, they have not included the kitchen waste generated by residents' daily life. The collection, transportation and centralized disposal of kitchen waste also lack unified standards and specifications such as collection and transportation service standards, resource-based product standards and environmental health standards.

Huang Xihua suggested strengthening source control. Make good use of legal constraints, moral education, public opinion supervision and other forces, carry out the "CD-ROM operation" in depth, and reduce the total amount of kitchen waste from the source by conducting lectures, news publicity, strict law enforcement, and strengthening supervision; Strengthen the top-level design. In combination with China's actual situation and exploration practice, the national management measures or guiding opinions for food waste are issued, and the system system for tracking and processing the whole process of food waste is established.

In terms of industrial support and whole process supervision, Huang Xihua suggested that policies should be introduced to guide and support the development of food waste recycling and treatment industry, such as providing appropriate policies such as funds and land, and exploring subsidies for end products of food waste recycling and treatment; Develop the whole process supervision information platform for food and beverage waste, realize the management of food and beverage enterprises, measurement of food and beverage waste sources, GPS and video monitoring of transportation process, production and product supervision of food and beverage waste treatment plants, collect, transmit, count and analyze relevant supervision data (such as measurement data and environmental protection data) in real time, and realize the computerization of food and beverage waste generation, collection, transportation and disposal accounts, Improve the supervision level of food waste disposal.
