Forests are the mainstay of terrestrial ecosystems and a natural carbon sink. In recent years, China has continued to promote land greening, and the forest area has increased to 3.465 billion acres. Although China has a large forest area, the age structure of tree species is not entirely reasonable, and there is still significant room for improvement in the overall quality of forests. In the face of the "dual carbon" strategic goal, it is necessary to continuously improve forest quality and "add sinks" to the forest carbon pool.
Strengthen forestry technology innovation. Technological innovation is the key support for improving forest quality. We need to conduct basic research on forest carbon sequestration mechanisms, carbon sink formation and regulation mechanisms, and carbon sink accounting methodologies to enhance the original innovation capabilities of forestry. We will carry out technological breakthroughs in areas such as forest resource conservation and forestry response to climate change, and break through a number of key technological bottlenecks. Strengthen the research on carbon sequestration forest germplasm, select and breed a batch of fast-growing, high-yielding, stress resistant, and good carbon sequestration forest tree varieties, and continuously improve the utilization rate of afforestation excellent varieties. Relying on digital innovation technology to timely and accurately warn and monitor forest fires, pests and diseases, and improve forestry management. Promote the research and development of technologies such as Beidou, big data, and cloud computing, establish a unified sky ground monitoring system, and enhance carbon sequestration measurement and monitoring capabilities. Implement the forestry science and technology talent training plan, improve the talent selection mechanism, cultivate a group of forestry strategic scientists, leading talents, outstanding young and middle-aged talents, and grassroots forestry science and technology backbone, and consolidate talent support for the high-quality development of forestry.
Promote the transformation and upgrading of forestry. To build a digital forestry platform, we need to "connect" forestry production factors through technologies such as artificial intelligence, the Internet of Things, and blockchain, analyze and utilize forestry management data, form a scientific and effective forestry industry decision-making mechanism, and continuously improve the total factor productivity of forestry. Promote scientific and rational logging, utilization, and renewal, optimize forest age, composition, and spatial structure, and free up carbon absorption and storage space for new forest growth. Improve the level of processing, use, and recycling of wood, effectively extend the carbon storage time of wood products, and reduce decomposition and release. Promote the intelligence and greening of forestry industry chain enterprises, and strengthen the "dual control" management of total energy consumption and intensity. Empower the development and trading of "carbon sequestration forest" projects through information technology and digital means, and expand the path for realizing the value of forest ecological products. Promote the cross-border integration of forestry with emerging and future industries, and cultivate new formats such as climate intelligent forestry, forestry biotechnology, forestry ecological services, and forestry cultural industries.
Continuously deepen forestry reform. We need to continuously deepen the reform of the collective forest rights system and establish a sound mechanism for the separation and operation of the "three rights" of collective forest land. Accelerate the standardization construction of new forestry management entities such as cooperatives, family forest farms, and joint-stock forest farms, cultivate and strengthen a group of new forestry management entities, and support small farmers to jointly operate through various forms. Support local efforts to explore incentive mechanisms for the distribution of operating income in state-owned forest farms, and encourage joint operations between state-owned forest farms, rural collective economic organizations, and farmers through cooperation, trusteeship, leasing, and other forms. Guide various types of enterprises to participate in forestry operations through leasing, equity participation, cooperation, and other forms, and establish and improve the mechanism of linking agriculture with agriculture. Support the development and trading of forestry carbon sequestration projects that meet the requirements of the domestic carbon market, and establish a comprehensive forest ecological protection compensation mechanism that can reflect the value of carbon sequestration. Encourage the exploration of a mechanism for quantifying the conversion of forest rights assets into forest vouchers, and enhance the attractiveness of forest resource assets to social capital.
